Description
The post of Secretary of State’s Representative (SOSREP) was established as part of the UK Government’s response to Lord Donaldson’s review of salvage, intervention and command and control.
On behalf of the Secretary of State, the SOSREP oversees, controls and, if necessary, intervenes to exercise “ultimate command and control”. He acts in the overriding interest of the UK in salvage operations in UK waters involving vessels or fixed platforms, where there is significant risk of pollution. Adoption of this approach represents an international first for the UK.
Whilst completely independent, the SOSREP is based at the Maritime and Coastguard Agency (MCA) Headquarters in Southampton and relies upon the resources provided by the agency. The MCA is responsible throughout the UK for implementing the Government’s maritime safety policy. This includes co-ordinating search and rescue at sea (through Her Majesty’s Coastguard) and ensuring that ships meet UK and international safety rules. The MCA works to prevent the loss of lives at the coast and at sea, to ensure that ships are safe and to prevent coastal pollution.

In addition to motion monitoring and hull integrity assessment of the casualty, environmental data can provide important information during a salvage operation.
Our motion monitoring equipment provides the salvers with valuable information about the structural integrity and motion of the casualty. We measure, collect and interpret this motion data. If required we can provide independent advice and/or reporting to salvers, owners, authorities, P&I clubs and other parties involved. Protecting and promoting high standards in the practice of English Maritime Law, the Admiralty Solicitors Group (ASG) was formed in 1972 to promote and preserve standards in the practice of maritime law in England. ASG member firms all have established reputations in maritime law and are committed to the continued development of England, and particularly London, as a maritime legal centre. Although the group was established principally with Admiralty Law matters in mind its interests now also embrace ‘dry’ matters: carriage of goods, sale and purchase, insurance and all other aspects of shipping law in which member firms play a prominent part.
Many if not most firms have among their practitioners Master Mariners or other ex-seafarers also qualified as lawyers. This industry ‘inside knowledge’ gives case-handlers a unique and thoroughly practical insight into the issues to be resolved in cases, resulting in a cost-efficient approach.
The Group meets regularly to discuss current issues that affect the efficient practice of English maritime law. Over the years the ASG has developed and agreed standard wordings: for instance, guarantee and jurisdiction wordings which are regularly accepted internationally in the shipping and insurance industries, thus saving time and money by avoiding unnecessary drafting and negotiation. The American Salvage Association is an industry association with the aims of improving salvage response and discussing and resolving issues common to the membership.
Issues of safety, insurance, increased training, adequate salvage assets, and responder immunity are high on the ASA agenda. The London Shipping Law Centre delivers continuing professional education in maritime law and related subjects. The Centre brings together experts from many areas which influence the practical and academic aspects of maritime law and so affect its development. It informs and advises on current legal issues and global problems concerning maritime safety, protection of the environment and security. The Centre promotes reform in the law and enables the concerns of industry to be heard openly at a neutral forum.
The maritime industry has an international character. Given the strict regulatory environment in which it operates, the industry always faces important issues in which both regulators and industry require education. The Centre has excellent relationships with the IMO, the EU, academic institutions and the London and international shipping communities. It will continue to play a pivotal role in education, research and in promoting dialogue between the industry and regulators.
